The new Gjallahorn won't be available until after a quest. You still need to complete the quest to get the Iron Gjallahorn as well

Doesn't the quest become available earlier for people who pre-ordered?

I don't think so. I think it's the same quest at the same time giving weapons with the same stats (just a different skin)

This is my best info. In prepared to be proved wrong by half the community running round with Iron Gjallahorn on day 1 I think there was something to say that you still needed to complete the quest for Gjallahorn but nothing definite to say that you got the quest early so I assume it's the same time so Bungie don't get accused of bribing people to pre-order with pay-to-win weapons
