Plan C?
Hip fire could be changed to something else maybe? It is helpful in some PvP situations but something different could be added?

I used to play with this weapon like crazy during Year One. It was fun and awesome. I do not use it as much in Year Two, though. I personal don't think it needs to change anything. It's perfectly fine the way it is.
