Bare with me please. Credit for this idea goes entirely to Shleich.
What if there were two types of sniper rifles in Destiny 2. Semi auto and bolt action.
Bolt Action: High damage, can two shot kill to the body, kill on Resurrection (if this still is a thing in Destiny II). Player must de-scope in between shots to cycle the next round. Moderate stability, but cannot be maxed out. Has the farthest damage drop off between the two.
Semi Auto: High ROF, relatively high Stability, does not require the player to de-scope in between shots. Can only OHK to the head. Takes 3 body shots to kill, and cannot kill on Resurrection (Think Weylorns March). Damage drop off is roughly half to 3/4 the total range of the Bolt action.
This would force a new dynamic for snipers (and would behave like most other shooters out there) where if you want the benefits of one thing, you must sacrifice something in return.
Want a faster ROF and more stability? You give up raw stopping power. Want that stopping power, you give up the ROF and ability to remain in scope while fighting an enemy player, and must make every shot count.
Maybe make it that only the semi auto rifles can roll with the super low zoom scopes too if further balancing is required.
