There are a variety of ways to participate In Player vs Player in Dark Souls 3, and a lot of it revolves around your understanding of covenants. I'd recommend looking at the covenants on the wiki for in-depth info.
If you want people to come to you, you only need to be Embered and in an area where you have not yet defeated a boss. In a great many areas, people will come invade you and try to kill you. If you're looking for a duel, this is not the type of PvP you are looking for.
Additionally, you could summon adversaries to battle through summon signs. You will need to look for red, golden red, and purple summon signs for PvP. If you are at endgame, look around the Pontiff Sullivahn bonfire, that is a popular fight Club location.
If you are looking to invade people, fear not! There are plenty of options. For your standard invasions, you will need Red Eye Orbs. Cracked Red Eye orbs can be found in a variety of locationz, but ultimately you'll want the non-cracked variety. In order to get this, you'll need to look for the individual in Firelink Shrine named Leonhard. He will be located next to the throne of Lothric. After talking to hin, he will give you a few Cracked orbs to invade with. Once you have obtained a Pale Tongue (through any means), he will tell you about a Darkwraith locked in the High Wall of Lothric. Kill it, and you'll have your Red Eye Orb, and you will be free to invade to your hearts content. You need not use an ember to invade.
You can also obtain a Red Sign Soapstone from an enemy in the Cathedral of the Deep, if you explore extensively. This will allow you to put down your sign to be summoned to the realm of another person to fight.
For special invasions, you'll need to look at covenants. The Watchdogs of Farron are an auto-summon covenant that tasks you with defending Farron Keep. The Aldrich Faithful do the same in the area following killing the Pontiff.
If you like to defend people while doing PvP, try the Way of Blue and Blades of the Darkmoon. Both are auto-summon covenants that task you with killing an invader while helping a host.
The Mound Makers covenant is unique in that you can use your white sign soapstone in order to be summoned for PvP as well as all of the other options.

Red Sign Soapstone. Any rendition of the red eye orb. You get the RSS by killing the passive worm thing outside rosaria's bed chamber. The most popular PvP spot right now imo is the area after pontiff.
You use a red eye orb, cracked red eye orb, red sign soapstone, or a seed of a giant. Look up videos on how to obtain these items. Also, make sure you're not offline.
