It's primarily Activision's fault for the current state of Destiny. It was them to forced Bungie to do an entire story rewrite halfway through development, and it was them who made the decision to cut the game into sellable pieces, all in the name of profit. Games get ruined when publishers interfere with the work of developers. Halo 5 and Destiny are shining examples. Seriously dude this info is almost two years old, how do you not know any of this by now?
