That would be better then just having a select few primary weapons with elemental type.
This only issue i see with it is the pve balance, primaries with elemental types undermine special and heavy weapons.
For example, if a captian shield is arc and takes X amount of shots with a regular gun to break, with the arc damage on you weapon it will take less shots and overall speed up the time and make things easier to do in pve.
Then the comunity gets board with easy content or just overall complaints that bungie pve is way too easy to fight though. A lot of people that would say that would not consider that the game would be the difficulty intended if they didnt vision of confluence everything.
Then bungie will buff enemy shields or make pve harder then it needed to be. Making it at the level of the elemental primaries level. Power creep works in pve as well.

Pve being too easy or too hard hurts any game. Would anyone truely care about the dark souls series if you could run through it as kratos from god of war. Its not that im saying the game need to be really hard, im saying that there is a sweet spot that need to designed for and you design based off of what the player can do and adding in elemental damage primaries throws pve balance out of whack or limits weapon devirsity because weather a select few primaries have it or all primaries can have it, your still gonna be undercutting special and heavy's.
