What if raid primaries dropped with elements but the elements faded after extensive use? For example, after 1000 rounds fired the hand cannon lost its element. Or 10,000 for an auto rifle. The guns could still have useful perks and everything, but you would need to get a primary to drop again to get an element again. I think this would solve a few problems. It would certainly make people raid more even after getting all of the gear and light level 385. You could still allow infusion which could transfer the element to any primary with the duration still intact.
