Or do both have the raid still drop but when u dismantle a raid weapon it gives u the element. To put on an other weapon. And this would be the only way to get that and same for trials so PVP players still can get the elemental primaries.

Again, being able to "hold onto" an element and apply it as you see fit is too OP. It has to be governed by RNG or the Raid will just be about farming elemental charges, instead of the gear itself.

By letting us choose what weapon we want to put it on will still keep the weapon diversity. And that is why they removed elemental primaries to begin with. Edit adding elemental primaries back really will not be op even if they let us choose just as long as once u put that charge on u will not be able to change it.
