Edit: This battle isn't about the most developed character, its about who is the most badass and who would win in a fight. Doom Guy purposefully is not a developed character. Master Chief is, so it doesn't really make sense to compare that

Boarded a flood ship, retrieved a high priority AI and successfully extracted. Vs. A normal marine... that jumped into hell... multiple times... and opened a case of whoop ass so damn legendary he scared every monstrosity that he didn't get to kill yet... a case of whoop ass so epic that they bound him in a solid stone sarcophagus by blood ritual so he would stop killing. A case of whoop ass so demonic that HELL ITSELF wrote his legacy of destruction... And after all that he came back and started again
