Are you saying like around 330 light level it doesn't really make difference?

Not really. It's nothing like base level difference. Ie: 29-30 etc etc

For example people with 334-325 would maybe do 23 damage to someone whereas someone with the exact same gear only being 335 would do like 24-25 damage. I think this is correct. Anything in the range of 334-325 does the same damage
