The Legendary edition does not come with the Collectors edition upgrade, this is a description error on the Microsoft store which they are aware of and should be correcting.

If you want to own these items you will need to purchase the CE upgrade for $20. But because of the current description error it only shows as bundled and not a separate purchase. You'd need to wait until Microsoft correct their error.
