So with no prose to start off, I think it's obvious that Fabian Strategy is probably the least liked exotic weapon, most legendary so dwarf it as well. Quite frankly, it's garbage, it's supposed to be the weapon that just screams TITAN! But it's not. So what's wrong? Well, in oats quest to be two different types of AR it fails to be either one, it really should just be made to be the flagship of the high ROF low impact archetype, a role currently dominated by doctrine. Seriously I don't think many people would complain if doctrine were made an exotic. So here's the specifics: the base stats are that of a MED to MED-HIGH ROF AR but the unpredictability of the exotic perk (not knowing when it will kick in) makes the weapon feel inconsistent, no bueno. That's the main issue here. Also the base stats lack stability and magazine size. The barrel adjustments seem reasonable, life support Definitely fits with the concept, but, the second stat tree lacks diversity. Nevertheless the addition of crowd control as a default is welcome. The aesthetics are good however, except for the sight the sight is terrible.
So what can we do about this? Well let's start by giving it high ROF AR base stats and the deepest magazine you've ever seen, like change the model to have a box magazine kind of deep. The stability also ought to be respectable as this is an exotic weapon. Like the other class exclusives having a default perk is good and interesting and crowd control suits this weapons purpose the barrel adjustments offer good balance between range stability and impact and life support is a good addition to this concept. So for the second stack of perks I would include the options of snapshot, single point sling, and high caliber rounds. Now, about that exotic perk, scrap it. Just get rid of it outright and find something else. I like the idea of it being crowd control, but, with bonuses to stability and handling and damage. Of course then there would need to be a different default perk. I also like the idea of having something that doesn't necessarily affect the weapon. Those blast shield on the front say that it should grant you the juggernaut perk, or some force barrier type shield after a kill.
Anyway, just some thoughts.

It was better until they "fixed" the damage it did so it match high rate of fires when it switched. I say add stability and magazine size. Then put the damage at a permanent mid rate of fire damage. Finally increase the radius that it switches in. This way it outclasses other AR's in close range. This makes it the perfect form of what it is intended to be.
