Do you not know why they do the things they do? They dont want to release a level update saying here have a light increase to an activity everyone knows like the back of their hand, they want a reason and a story to go with it, to make it interesting

In the words of Joe Dirt "Well that might be [their] problem, it's not what [they] like, it's the consumer." But what you said is just a lame excuse when we are doing the same small handful of Nightfalls and Dailies ad nausium. Most of which are simply "a level update saying here have a light increase to an activity everyone knows like the back of their hand", but no they can not do them all because that would keep the game interesting /s. Especially as the "new" content grows old so long between updates that's all the more reason to keep existing content relevant to the players. Oh and don't get me started on how PoE/CoE is the same thing over and over again with "no reason and a story to go with it, to make it interesting".

It would literally have taken 2 minutes and a few lines of code to update the vog during any past DLC , and who cares if ppl know the vog inside and out its the most fun part of the game, and to deny Vets and newbies that experience when they paid for it and constantly demand it is bullshit. And theres no story to CoE so your theory holds no water, they want your money plain and simple.
