Read the hotfix notes. People having too many friends in an activity was causing matchmaking to fail because of the new feature they added that showed you who was playing each activity.
I've had about 20 people on this week running crucible with no failure, so I'm guessing this problem is limited to people with hundreds of friends concurrently playing the same activity. Which has to be an extreme minority.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
