Dear Bungie, About Destiny 2 (DBAD2)
Firstly I think the elephant in the room is that some perks are incredibly stupid either in and of themselves or in conjunction with the type of gear the perk is on.
Kneepads on a weapon is stupid. Kneepads should be a leg armor perk.
Look if you want to increase slide distance based on a weapon then tie slide distance to agility and allow the lightweight perk to impact slide distance. Kneepads go on your knees, this is really not something that should need to be explained.
Unflinching on a weapon is stupid except maybe on the Fabian Strategy which actually has a shield on it yet does not come with this perk. This perk, if it is kept, should be a helmet perk. I would suggest that it be limited to an Exotic perk and create an exotic helmet for each class that includes unflinching. This would naturally minimize the snipers with unflinching rifles that are able to snipe while taking bullets to the head. It should be ensured that the helmets are not sub class specific everyone should equally be able to access and use unflinching if it is to continue to exist.
Health based perks: some of them are good, rescue mag for instance. Let us assume first that the armor worn by a guardian has a built in life support system that registers damage and can trigger the weapon to reload in response to being wounded. This makes potential sense (although it is a stretch).
However some are just stupid like this weapon becomes more accurate as your health gets lower. If your gun can be more accurate why isn't it more accurate all the time?
Which leads to all of the stupid perks that are based on improved conditional performance.
Glass half full, final round, holding aces, luck in the chamber, exhumed, eye of the storm etc. are essentially stupid perks if your gun can perform better why not have it perform better why include RNG or ridiculous conditions to make the gun better. Guns should be guns and they should perform as they perform. Take RNG out of weapon damage, accuracy, etc.
Precision hits/kills. Weapons should not be able to differentiate between a head shot and a body shot. That some guns have perks based on missing a shot can be explained by smart bullets that register a miss after travelling a certain distance. But having a gun that can differentiate between the arbitrary game mechanic of crit versus non-crit hits and on top of this it knows the crit spot of different alien races is ridiculous.
Within the game world the mechanics of the game have demonstrated that at death energy is released and Guardians via light powers can make use of this energy for a number of purposes such as reducing cool downs and other things. If this is tied to certain weapons and they are enhanced by the released death energy that is plausible but differentiating between a kill and a precision kill or allowing additional effects based on hits and precision hits enters the realm of stupid.
So community what are the perks you think are stupid or on the wrong gear type?
