If one thing is the problem, it's a lot simpler to reduce the effectiveness of that one thing rather than increase the effectiveness of every other thing. When you're trying to balance a game, simple is ALWAYS best. Additionally, given how long Bungie likes to take to ensure the best balance their team can find, it would take nearly a year to buff and balance every single other perk in the game. It's just not realistic.
