Ancient Aliens on History Channel recently did an episode about The Nine. It was actually pretty interesting, especially the fact that The Nine and the "federation" that they are believed to serve were the inspiration for Star Trek.

The Nine didn't make the ghosts, the traveler did... I thought that was pretty obvious in the campaign.

"Bodies" refers to Xurs physical existence and cells is what the nine use to control him. If Xur were needed to know something, the nine would allow him to know it. If he forgets, the nine could make him remember.

The Traveler made the ghosts before everything went to shit. They were pretty clear about that in the game. That doesn't mean The 9 don't have influence on that kind of thing. We really don't know what their deal is.

A lot of different races and individuals display an ability to raise the dead, so those few lines aren't enough evidence to support the idea.

Your own ghost confirms the traveler made him Though if you want to suggest that the nine are some part of the traveler and thus were involved then I guess that works Or if the nine are actually ghosts the I guess that's possible since we know nothing about them
