This is rather tongue-in-cheek, but as a conspiracy theorist it's my purpose to read between lines to come up with explanations. Sometimes the space between those lines is really small, or the explanations are just plain batty, but it's fun to poke a little fun at Bungie from time to time.
The story unfolds thusly:
In the beginning, Guardians were Powerful. Very very Powerful. Our weapons laid Waste and our abilities pushed back the Darkness like a supernova.
But some Guardians feared this Power and fought to reduce it, to suppress it, in an attempt to wrest Control from the Truly Skilled.
And Bungie listened. And Bungie acted. And that power was reduced.
But the Truly Skilled carried on, despite the suppression, continuing their destruction of the Fearful. And the fearful cried out in anguish.
And Bungie listened. And acted. And the Power was further reduced.
But still the Truly Skilled carried on, continuing their destruction of the Fearful. And the Fearful continued their cries of woe and anguish.
But a time of Great Change had come. The Fearful continue their cries, but so, too, do the Truly Skilled profess their frustrations unto the Dev's.
The Power was nearly depleted. Something must be done.
Miraculously, Bungie listened, and acted. A small measure of Power was delivered unto Guardians.
The Truly Skilled rejoiced.
The Fearful gnashed their teeth and cried their Fears. But their number had dwindled. Some of them had chosen a new Path. A Path of Enlightenment. Of Power.
Too much Power had been removed. Even the Fearful understood. And so did Bungie act. To bring forth the Greatness and Legend that is a Guardian. A small rise, but a rise nonetheless.
The Journey to Renewed Power had begun.

Spend a bit of time thinking and maybe you'll make sense.
