Bungie staggers crucible matches to allow for shaxx to call every match. That's why you sit in orbit for like 10 mins waiting on a match. Also why sometimes game should mercy and they dont, shaxx is to busy calling other matches. He can only handle a few at a time, but since only like 8 people still play destiny it isn't so hard for him.
