If we're believing the leaks, Jason from Kotaku stated that the raid will be Fallen-themed "with a twist" according to sources. I'm guessing this "twist" will hopefully answer your question.

Ah, I thought the "with a twist" part was in the correction. Oh well. Guess we'll just have to wait and see. I just hope it's good and substantial.

Yeah I knew he made a correction about it not actually being loosely based on the HoW raid and was new instead. That type of thing doesn't sit well with people. Just couldn't remember if the consensus was still that it is likely Fallen themed or not.

The only twist I can think of is that you fight Oryx in his true form.

We already fought Oryx in his true form, in the raid haha. Plus he was fried to a crisp and devoured, no waaaay could they bring him back and justify it :/
