Lol bringing semantics in here. The cocoon perk is not supposed to proceed clown cartridge and its not supposed to give you heavy ammo. If you knowingly use it to your advantage to get heavy when you aren't supposed to have it, then yes. It's cheating.

If you ever played one of the earlier halo titles, you would already know that exploiting is no better than cheating and that they are one in the same. Button combos were a exploit in the early halos, and people who used them were banned for cheating. Well would you look at that? It's treated the same as cheating.
