Listen if I had a rocket launcher and I noticed that it had a rocket in the tube do you really think I'm going to say "wait this isn't right. I best fire it into the air until heavy ammo arrives legitimately as it will be unfair to my opponents"? In Mayhem when you kill someone with heavy it actually drops. Who here picks it up and thinks "this isn't right. I now have twice as much heavy ammo and that poor soul has none. I best shoot this wall"? None of you do so grow up. It's an exploit for sure but give me a break.
