i hit 3 rank 3 with the gunsmith on my warlock but no taloc?

i just ranked up to rank 3 i havent recived a quest isnt it ank 3 to unlock the taloc?

Tlaloc is Rank 4 in the gunsmith. Not rank 3. Then rank 5 is first curse.
