No Reward Package After Upgrading Vanguard
Not sure if anyone has had this issue, but I did not receive Vanguard reward after ranking up to Lvl 41.

Head on out to orbit, do an activity of your choice, and check again. If it still doesn't pop, fully quit out of Destiny and try again (you can try this first if you want). Let me know if it pops up.
