How big of a threat does the house of kings pose to the city? I know they are the strongest and smartest house that we are fighting, but in the battle of twilight gap, they couldn't break through the walls to the city even with the other houses

They are a VERY big threat. As in kell of kells bad. (made a theory on this bit in the master thread) The kell of kings brought all the fallen houses together and almost pushed clear through to the city. If the house of wolves had made it to the fight (the got intercepted by the reef, beginning the reef wars) it would have been the end of the city. (realized I was rambling and put it in a spoiler)
Now consider this. One of the kings' or devils' cards mentions that the kings may already be secretly controlling the house of devils. The fallen houses of wolves and winter recently lost all their leaders and exile has never had leadership. If the kell of kings wanted to, he could easily take control of every house and attack the city again. He also has the benefit of hindsight. The kell has had a ton of time to review the battle of twilight gap and see what went wrong. He can evaluate the guardian battle tactics and turn or strengths into weaknesses, attack key targets, find weak points in defenses, review guardian response time
The kell of kings nor his house are by any means stupid. Last time a smart kell came around it almost resulted in fallen harnessing vex technologies.

The Kell of Kings did have time to review, plan and organize, but what he doesn't know is that Xur sold Gjallahorn just before year 2. RIP Kings

Maybe he's smarter than we think. He waiting for the time when PvE weapons are least effective before attacking again.

And being trapped in a cage, to add off of the last bit.

But Skolas wasn't as smart as the kell of kings. He never successfully took control over the houses, likely because he misinterpreted the part of the prophecy "Before him, foes will flee or fall. But he will heal the houses, make them whole." The kell of kings knows one way to bring the fallen houses together is to talk with them and discuss a plan to take back the traveler. It's because of the king's intelligence that Skolas sent an ambassador instead of invading them like all the other houses. The kell of kings is also the only kell who has managed to hold his throne location as a secret. Have you even seen a king ketch or even a skiff for that matter. Do not take the King as a fool.

What a shame that we won't be able to see it, being unlikely that we'll get another Fallen expansion, even though HoW was pretty small.

Given that the kell of kell's is a really big lore point, if we don't see it in the next expansion it is likely it will be in destiny 2.
