I wonder if we would even have this problem if chests were useful again and story missions and most crucible didn't reward nothing

It probably wouldn't. The reason I have been running short on armor mats is because I've been spending most of my time in the Crucible which isn't rewarding very many blue armor pieces. If Bungie was to up the drop rates of these items it would also help.
