I think I'd be okay with that. I don't think everyone would have perfect weapons like it was before since the price is so steep. I think most people would keep their guns if they got a somewhat decent roll, instead of rerolling to perfection. Basically it would allow you to take a gun with a terrible roll and make it useable.
