How do you earn the Hand of Judgement?
I have been leveling up my Varkis rep and I keep getting rewarded with Queens weapons. Anyone have any ideas?

Finally got the Hand of Judgement.... My main character is level 9 Varikis rep but it was my second character that is barely level 4 got the drop, just this week. WTF!!!

Almost identical to the Badger CCL. Has chroma though.

What level are you with HoJ. You are only supposed to get the Queens weapons from completing the sigil. I have never gotten a Queens weapon from a rank up package. I've actually gotten 3 Hand of Judgement's from ranking up HoJ.
