It's obvious that Destiny has been changing, so perhaps there was a time when primary weapons needed a cap to balance them, because of elemental primaries, but now that elemental primaries don't exist, and the need for primaries is much more important, why is there still a cap? Edit: Why are some of you being so cynical and negative about this?
