I don't consider the concept of time to be a judge of someone's maturity. That would just be ridiculous, but it also seems to be what the majority view is. So the real question is why do the majority of people have a ridiculous view of the age-maturity relationship? I would consider somebody an adult when they behave in a manner associated with an adult.
