Scatter Grenades on Voidwalker not detonating when they should. Instead, they simply bounce in place for a while.

I have seen this as well. Can be very frustrating.

Yup happens to me all the time I got a kill with the bouncing ball of explosive purple rain in crucible the other day after it decided to act like flubber and bounce around for a while
