Do certain supers have invincibility frames upon activation?

There have been several occasions where as a BD, or just running around with a shotgun, I'll either stab them or shoot an enemy player, only to have them kill me shortly after, despite me clearly getting a hit marker with my shotgun at near point blank range and getting the melee off. This is particularly common when I go up against Warlocks (with landfall or Nova Bombs) or the worst culprits, Titans and their Fist of Havoc. I've lost count how many times I've lost against a Titan smash as a Blade Dancer, despite stabbing them 2-3 times with my own super or even using a shotgun/melee and somehow they either magically don't take any damage or escape with a sliver of HP. Looking at the connections, nothing seemed to be really out of place, the bars were all green, so I'm not sure if it was really a latency issue. Netcode issue perhaps?

I just want to know why strikers keep their super when they die in animation, but every other subclass (except maybe stormcaller but I could be wrong) loses theirs. That's the most annoying bullshit.
