Just trying to clear it up with a friend.
Edit: can confirm it makes zero difference, had a friend take down a 335 with his last word no problem (friend in question is a 290)

Yeah It can mean 1 extra shot needed to kill or one less. Does make a difference at times but generally nah.

In gunfights? Not really. Only thing I've really ever heard or seen it affecting is shoulder charge. Being 335, I love being shoulder charged and never dying and just murdering the poor, surprised Titan.

Yeah. Went in at 318 and my shoulder charge wasn't ohk and my tripmines felt like they did nothing. Above 320 seems to be ok, though.

I tested it with my 319 titan.. if I shoulder charge people over 330 they don't die, it leaves them with just a tiny bit .. lower than 330 they die instantly

Yeah, I reckon. It says light advantages enabled but more importantly I'm a measly 319 titan and when trying to melee a 330-odd opponent it definitely takes more oomph to take em out. I think it was always a 10-level difference and then you notice it.
