It does far too many things at once.
Ok, it blinds you and does some damage. But slowing you? Making you not even be able to jump away? Removing your radar? Can't throw grenades or use your super?
That's 6 things in one and it's not even your grenade.

Have you ever been in a cloud of riot gas? It will blind you and make it quite difficult to breathe, thus making it difficult to move, let alone run.

Can't throw grenades?!? Can't use my jet pack?!? Can't use my super? Space magic man.

Tbh it never really bothered me much when I got stuck in it. I just try to get out even though death is waiting for me. Better to try and take em down with you or accept death.
