That archetype of scout rifle is just lackluster in pvp.
In pve theres nothing really exotic about it. Why would i want to get body shots?

Unless I'm trying really really hard, only a little over half of my kills are precision kills (per mission scoreboard) So I guess it's not a bad perk for when you're just going through and killing things
