usually have to be at least level 3 to get rewards in packages from vendors. Also the HoJ rank up packages are usually weak sauce. Best packages are from the sigil High score and points. one give a weapon and one armour

Ok, thanks I still do sigil of elders but I get sucky stuff and I was expecting a gun from the rank up package
