Both are good frames. Mesa can still be built for peacemakers and be effective and a shatter shield mesa is nothing to mess with. Chroma is very versatile and beast of a tank. I would buy mesa because she's a pain to farm for.
Do not buy chroma. Do the quest for him.
Mesa has been nerfed to shit. She used to be cool but now she's a hot mess. If you want her, she's only worth buying because she takes forever to farm
Put that plat into buying prime parts that you can flip as sets for a profit. Gotta spend money to make money.
Neither both of them could be gained through quests and grinding (Mesa).
I would actually buy Equinox or Nezha since they are pain in the ass to get.

Chroma is actually pretty easy to get, as long as you don't mind farming for an Ember helm, Saryn systems, and Frost chassis. The rest of the quest is pretty simple, and quite doable solo. Mesa requires more bs for her quest, as you need to get the Mutalist AladV coordinates, and then farm him.
When debating spending play on a frame, my logic is to only buy those that are a huge hassle to get through normal playing. Kinda like how some weapons require a lot of bs to build, so a 50% off purchase coupon makes it easier to go that route.
If you buy Mesa, check out the Gunslinger bundle, since you get the Redeemer (stupid fun melee), the Gammacor, and Paracyst, along with her.
