Only from upgrading crucible you will get it in a crucible upgrade package from shax. I got one on my Titan.

1) Get lucky that your Crucible upgrade has a Yr1 2) Get more lucky hoping it has Longbow 3) Get even more lucky it has a half decent roll, because thats probably the last on you will see for a while
