The Spektar class items apparently don't work for that, just today I've seen like four posts about this. Glad you figured out the issue though. If I hadn't been on the forums I wouldn't have known either.

The spektar class items won't work regardless. You need the faction class item. So like in my case I needed the New Monarchy Warlock Bond... Only the faction class item that you are representing has to be equipped otherwise no other class item works.
