I'm at the part where I need to kill 5 juggernauts to fulfill the third vessel. Getting one to come has been hit or miss for me.

Lucky you lol. I think I'll try that. I thought they'd pop up in invested defense or survival missions but I don't think so. What about the orokin derelict missions?
