I believe it's account wide, as in you only get three total for your entire account, not 3 per character.

The only reason I ask, is because I have friends that have been receiving them on all characters for each activity. I was under the impression it was only 3 per account too. Thanks for the reply!

i feel like they are pulling your leg. they were either buying additional ones or messing with you. But yeah, you should only be getting them once per account per week for each of those activities.
