They were in year 1 and just became available from engrams in this update. The year 2 versions were added into the kiosk in the December update and were purchasable if u had the year 1 versions. I could be wrong, but I think xur actually sold them once as well a while ago. They were a little weird though because they didn't start dropping from engrams until this April update. It seemed like they were added to the kiosk by mistake at the time because at the same time, the peregrine greaves which were advertised as added started dropping from engrams but weren't in the kiosk until they fixed that a while after.
