So are the low rate of fire pulse rifles pretty much being restored to what they were before the last nerf? I've been holding on to a Lyudmila-D with glass-half full, counterbalance, and hand-laid stock in hopes that it becomes beast again.

No those are both in my favorite pulse's class. The No Time to Explain. They are medium rate of fire and were not touched.
