Its not favoritism bungie just got lazy. Look at class exotic armor some are really useful while most are worthless. I don't get how they can put so much thought into the appearance but just slap some random perks on it. Look at the empyrean helmet looks awesome but has a pointless perk.

It's great with a shotgun. If someone is chasing you, run around a corner and it will catch a lot of people off-guard when you're above them.
