So, Basically, I've noticed that, while using some Fusion Rifles, They really aren't bad.
I simply think its a matter of Competition and misunderstanding of the weapon.
MANY people I know assume you wanna max out range.
What I noticed is you actually need massive Stability on them in order to keep the spread tight and on target.
And then there is the competition. Shitguns And Lane Rifles are so easy to use in Destiny while fusion rifles require more skill over all. The weapon inherently requires more situational awareness to time charges and thumb skill due to having to hold a target.
The weapon relies on good positioning to function truly effectively (arguably even more so than snipers).
So, with the easier to use shotguns and snipers, the Fusion Rifles feel "underpowered" becaue they simply don't have the ease of use of the former 2.

I love fusion rifles but they are so inconsistent. There have been many times where I question how I got the kill due to a miss in my timing then others where I have it perfectly set up to get all 7 bolts to hit and they live despite everything hitting. A good combo is a scout and fusion. I prefer the faster charging side of fusions with a high stability. Back when we had reroll in I had a god roll split shifter that had braced frame, range finder, and hip fire so it had max stability and a perk that made it more lethal regardless of aim down sites or hipfiring.
