Matchmaking settings on Strikes
Ok, as long as I am under level 40, I cannot EVER get (a) partner(s) in Strikes! I had to do the ENTIRE Shield Brothers Strike solo and I was level 39! Why is it that the more powerful you are, the more teammates you "need?"

From my experience matchmaking tries to match you with people around your level. So if there aren't many other 39's looking for strikes you might not have a buddy
