Twilight Garrison evade cool down

I haven't played destiny for three months and I decided to play for nostalgic purposes. When I equipped my twilight garrison, I realised that when I evaded twice and evaded again, I could only evade once. After waiting for 5-10 seconds, I could evade twice again. Was there a Nerf to twilight garrison that I was unaware of?

Same as blink, same as shadestep, there is a cool down to prevent you from evading indefinitely. [spoiler]Not to mention infinite air dashes would basically be flying.[/spoiler]
