Hand cannon range or stability
Just got a water star. Should I be using high range low stability or high stability low range?

I would say stability. Landing follow up shots is imperative for close and mid range kills. High stability allows your gun to re-center faster and be more accurate. While range is certainly a factor, range doesn't help if you can't land the follow up shots consistently because of kick.
