They are patrol mission that require you to go through glowing areas on the map with your sparrow within an amount of seconds that depend on how fast you are going. You can usually find these missions indicated by a timer above the patrol beacon. I had my best luck finding them at the citadel on Venus and the forgotten shore on earth
