Skyrim Master Restoration Spells not being sold?
Collette won't sell me Guardian Circle, any advice?

alt+f4 Only effective if you do it every time you go into a save.

Grab a silver platter and go to white run and the other cities shops. Go inside a shop and find a wall to run through using the platter. You'll find floating chests that you can just grab and put in your inventory. You only need about 3 floating chests. Next go to the college of winterhold. Go inside the hall where the alteration spellcaster is. If you use that platter against a wall in there you'll pass the barrier and with a little trial and error you can use the floating chests you grabbed to platform to the spellcaster inventory chests and the book should be in there.

Bring up the command console and type the following coc smoke If that doesn't work, try this instead cqc smoke You should be teleported to a room filled with every item in the game, including the spell you're looking for. To get back, type this in the command console coc Whiterun Or... cqc Whiterun

Yeah, if you're on console I can't help you....but if you're pc for skyrim(best way to play imo) you can just open the command console and add it to your inventory or teach it to yourself.
